The Bill 36/2025, approved by the Regional Council of Friuli Venezia Giulia on 26 June, introduces an organic regulatory framework to encourage urban regeneration, building redevelopment and energy efficiency of the existing real estate assets.
The Region plans to issue two separate calls between September and October 2025, which will represent an important economic opportunity for individuals, condominiums, professionals and businesses. However, the mechanism provided for by the law is articulated and rewards those who present themselves with complete, workable projects consistent with the purposes of the law.
That’s why it’s crucial to start with technical and documentary design right away.
The two lines of contribution: construction and energy saving
The law regulates:
1. Building interventions:
- extraordinary maintenance
- Restoration and conservative renovation
- building renovation
Real estate units with cadastral category A8 or A9 (villas and castles) are excluded.
2. Energy efficiency interventions:
- improvement of the energy performance of the building
- promotion of self-consumption from renewable sources (e.g. photovoltaic with batteries)
Regulatory citation: “The contribution is granted for interventions not yet started and expenses not incurred, with the start certified by communication of the start of works to the Municipality” (Art. 2)
Who can access the funds
The contributions are intended for:
- natural persons residing in FVG
- condominiums
- companies and professionals (including private individuals who intervene on more than 4 real estate units)
Regulatory citation: “Natural persons residing in Friuli Venezia Giulia, condominiums, companies and professionals, for interventions on real estate units or buildings located in the regional territory, can access the contributions referred to in this law”
Reward measures are provided for:
- young people who intend to start a new family unit
- Large families (at least three children) or with disabilities
- people in energy poverty
- interventions in mountain areas, unsafe, abandoned buildings or in areas subject to degradation
- properties leased at an agreed rent for at least 5 years
Practical examples
- A young professional who buys an apartment in the B0 area in Udine to renovate it with a change of use from office to main residence could obtain bonus points if he has a low ISEE and transfers residence within 12 months.
- A family that wants to energetically redevelop a single house in the mountains (class G) by installing insulation, fixtures and photovoltaics, will be able to apply for the energy line. If the ISEE is less than € 25,000, you can also request an advance of the contribution with a surety guarantee.
- A company that buys an abandoned building to convert it into 4 residential units to be rented at a subsidized rent for at least 5 years, will be able to obtain building contributions in the ranking and combine them with the 50% Home Bonus.
Why it’s urgent to design now
- The rankings will be very selective and will reward complete projects. It will be essential to have:
- relief
- Estimated bill of quantities
- Technical report
- any building permits (CILA, SCIA, PdC)
- The technical time to develop a complete design and collect all the documents can take up to 60-90 days, especially for complex properties.
- For efficiency, the expenses must be incurred after 1 January 2025 and only at the end of the works will it be possible to obtain the contribution.
- Those who submit the application first have a better chance of receiving the contribution, especially for the energy line at the counter.
- The contribution can be combined with tax deductions such as the Renovation Bonus, Ecobonus and Furniture Bonus.
Conclusion
DDL 36/2025 represents an extraordinary opportunity to enhance one’s real estate assets, but it is also a competitive and selective measure. It is crucial to start now with the design so as not to be caught unprepared when the calls come out.
