FVG 2025 home bonus: first rumors about outgoing calls and contributions of up to €60,000

The conference held on 15 July 2025 in Santa Maria della Longa marked a fundamental milestone in the relaunch of the construction sector in Friuli Venezia Giulia. The new Regional Laws No. 8 and 9/2025 , which came into force on 10 July, prefigure an organic system of contributions for building redevelopment, focused on the recovery of the existing, energy efficiency and sustainability. At the same time, the main national tax deductions (Home Bonus, Ecobonus, Sismabonus) remain operational, in a framework that allows significant financial synergies for individuals, condominiums and businesses.

REGULATORY FRAMEWORK: LR 8/2025 AND THE TWO LINES OF INTERVENTION

Regional Law 8/2025 provides for a total funding of 50 million euros for the year 2025 alone, with the activation of two main measures:

  • Article 2Complex building redevelopment: aimed at integrated renovation interventions , including structural ones, on buildings to be recovered or transformed for residential use. Changes of intended use are also allowed. The expected contribution is up to €60,000, equal to 50% of eligible expenses.
  • Article 3Energy efficiency for private individuals: simplified measure intended for punctual interventions on homes (roofs, coats, windows and doors), with a contribution of up to €12,000 per unit, always equal to 50% of the expenses.

The calls will operate over the counter, with chronological access and possible advances for subjects in a condition of energy vulnerability or for condominiums with at least one low ISEE component.

COORDINATION WITH NATIONAL LEGISLATION

Regional contributions do not replace national tax breaks, but complement each other, as long as they do not cover the same share of expenditure. Eligible combinations include:

  • 50% Home Bonus: valid for extraordinary maintenance and non-energy-intensive systems (kitchens, bathrooms, electrical systems, etc.).
  • Ecobonus 50–65%: for interventions on envelopes, heating systems, solar shading.
  • Sismabonus 70–85%: for structural consolidations and seismic improvements.
  • GSE Thermal Account: direct incentive for heat pump, solar thermal, certified biomass systems.

The integrated tax strategy allows in many cases to cover 70-80% of the real costs, but a technical assessment is essential to avoid regulatory and tax incompatibilities.

CASE STUDY – MIXED CONDOMINIUM REDEVELOPMENT

A 4-unit condominium located in Fagagna (UD), built in the 60s, is undergoing a global intervention of extraordinary maintenance and efficiency. The property is distributed as follows:

  • Two apartments used as a first home (inhabited by the owners);
  • Two second home apartments (which will be rented at a controlled rent).

Planned interventions:

  • complete renovation of the roof with mineral insulation,
  • complete replacement of the fixtures (PVC triple gasket),
  • internal thermal insulation (aerogel in the counterwall),
  • installation of a 9 kW centralized photovoltaic system for condominium use (stairs, pumps),
  • overhaul of the electrical system and bringing the common parts up to standard.

Total expense: €96,000
Average fee per unit: €24,000

Access to contributions:

  • LR 8/2025 – Art. 3: €12,000 non-repayable grant for each unit → Total: €48,000
  • National House Bonus 50%: deduction on the excess part (€48,000) → Tax recovery: €24,000 over 10 years
  • FVG Photovoltaic Call (active until 2026): covers up to 40% of the cost of the system → Separate contribution on plant costs

Operational considerations:

  • First homes fully benefit from the combined contribution + deduction.
  • Second homes are allowed, but if rented with an agreed rent contract registered within 6 months of the end of the works, the priority in the ranking increases (a reward criterion already anticipated by Councillor Mirante).
  • Condominium photovoltaics can be incentivized separately, but can be perfectly integrated.

TECHNICAL IMPLICATIONS AND PLANNING

To access the contributions, it will be necessary to prepare:

  • detailed bill of quantities;
  • APE before and after surgery;
  • sworn technical report signed by a qualified technician;
  • photographic documentation, plans, searches and titles of legitimacy;
  • any building practice (CILA or SCIA), also for the plant engineering part.

Although the calls have not yet been officially published, the regulatory structure is already defined, and the experience of past years shows that moving in time – with a project already set up – represents the real competitive advantage to access resources.

CONCLUSIONS

The contribution system put in place by the Friuli Venezia Giulia Region for 2025 allows, especially if integrated with national tax measures, to cover more than two-thirds of the cost of complex building interventions. But to seize this opportunity we need:

  • a reliable technical diagnosis, which also includes tax scenarios;
  • fast design times;
  • Rigorous document management, right from the preliminary stage.
