WHAT IS THE FVG 2025 HOME BONUS AND WHAT ARE ITS MAIN PURPOSES?

The FVG 2025 House Bonus, introduced by Regional Law 8/2025, aims to incentivize the recovery of the existing building stock, promoting urban regeneration, environmental sustainability and seismic safety. The measure finances two types of intervention:

  • Article 2: contributions for complex building interventions such as renovations, restorations and renovations.
  • Article 3: contributions for specific energy efficiency interventions.

The law aims to avoid new land consumption, promote energy self-sufficiency and encourage controlled lease and residence in municipalities subject to depopulation.

WHO CAN ACCESS THE CONTRIBUTIONS PROVIDED FOR BY ART. 2?

Individuals residing in Friuli Venezia Giulia who are:

  • Owners (including bare ownership)
  • Co-owners
  • Holders of real rights (usufruct, use, habitation)

The rights must be duly recorded in the land and land registers at the time of submission of the application. Professionals or entrepreneurs are not allowed for properties used in economic activity.

WHICH BUILDING INTERVENTIONS CAN BE FINANCED WITH ARTICLE 2?

The interventions defined by art. 4 of Regional Law 19/2009, therefore:

  • Extraordinary maintenance
  • Restoration and conservative renovation
  • Building renovation

Properties must fall into cadastral categories A/1–A/7 and A/11, while those of type A/8 and A/9 are excluded. Improvement of energy performance (EPgl,nren value) is required.

HOW MUCH CAN BE OBTAINED AS A CONTRIBUTION?

Depending on the type and intended use of the real estate unit, the ceilings are:

  • Up to € 60,000 for units intended for residence with bonus criteria (ISEE < € 25,000, young people, large families, disability, seismic improvement)
  • Up to € 60,000 for units leased at an agreed or transitional rent
  • Up to €20,000 for units that do not fall into the above categories

Each applicant can benefit from the contribution up to 3 real estate units.

IS IT POSSIBLE TO OBTAIN AN ADVANCE ON THE CONTRIBUTION?

Yes, upon request and upon presentation of a surety. The cost of the guarantee is eligible among the reportable expenses. The advance is designed to favor families in energy poverty or residential projects that can be built.

WHICH EXPENSES ARE ELIGIBLE AND WHICH ARE EXCLUDED?

Technical expenses (design, construction management, APE, safety), construction works, demolitions, reconstruction, materials, non-recoverable VAT and related charges are allowed. Expenses for air conditioning and photovoltaic systems (covered by other calls), furnishings, notary fees except for inheritance or ownership reunion are excluded.

HOW DO I APPLY?

The application must be submitted exclusively online through the IOL (Online Instances) platform of Insiel, with access via SPID or CIE. The required documents include:

  • Bills of quantities
  • Sworn technical report
  • Pre-intervention EPC
  • Searches, building titles, photographs

IS IT POSSIBLE TO COMBINE THE CONTRIBUTION WITH OTHER PUBLIC OR REGIONAL INCENTIVES?

Yes. The contribution provided for by art. 2 of Regional Law 8/2025 can be combined with other public contributions, including regional ones (such as the call for FVG photovoltaics active until 2026), provided that the sum of all the benefits does not exceed the total eligible expenses for the intervention.

On the other hand, it cannot be combined with the contribution of Article 3 of the same law, if it refers to the same property.

Finally, it is allowed to be combined with national tax deductions (e.g. Home Bonus, Ecobonus, Sismabonus), provided that they are not required for the same portion of expenditure already covered by public funds.

WHAT ARE THE REWARD CRITERIA THAT INCREASE THE CHANCES OF OBTAINING THE CONTRIBUTION?

The main award criteria are:

  • ISEE less than € 25,000
  • Young people under 36 years old
  • Formation of a new family unit
  • Families with at least three children or with people with disabilities
  • Seismic improvement of the building
  • Real estate in mountain municipalities or municipalities subject to population decline

These criteria determine eligibility for the maximum contribution of € 60,000.

WHEN WILL THE CALL FOR ARTICLE 3 BE RELEASED?

Currently, the call for article 3 (energy efficiency for private individuals) has not yet been published, but a “counter” approach is envisaged, with a contribution of up to € 12,000 for interventions on roofs, coats, windows and insulation. No systems or non-residential appurtenances will be allowed. The disbursement may also take place in advance for vulnerable individuals (ISEE < € 25,000).

WHAT HAPPENS IF I SUBMIT THE APPLICATION AND THEN MODIFY THE PROJECT?

Project variants are allowed, but must be communicated and approved before the final report. Any changes must comply with urban planning constraints and not worsen the energy improvement or the intended use.

DO I HAVE TO MAINTAIN RESIDENCE IN THE PROPERTY SUBJECT TO THE CONTRIBUTION?

Yes, if the property is intended as a main residence, the residence must be transferred within 12 months of the end of the work and maintained for 5 years. An exception is the hypothesis of an agreed lease, for which the rental contract for at least 5 years is sufficient.
