FVG 2025 housing contributions: official calls published. Here’s how to maximize your contribution up to €60,000!

The Friuli Venezia Giulia Region has officially opened its doors to one of the most anticipated measures of 2025: the non-repayable grants for the recovery and redevelopment of private building stock, provided for by Regional Law 8/2025.

The operational calls pursuant to articles 2 and 3 of the law have been published, with a total financial allocation of 50 million euros. The opportunities concern both those who have yet to start the work and those who have already completed it. But be careful: it is not enough to apply, you need a targeted project strategy to obtain the maximum contribution available.


🔍 The three published calls: an overview

Art. 2 – Building renovation, restoration and extraordinary maintenance

  • Who it is aimed at: natural persons residing in FVG.

  • Contribution: up to 50% of the expenditure, maximum € 60,000 per unit (if TYPE I), or € 20,000 (if TYPE II).

  • Procedure: ranking, based on reward criteria.

  • Eligible expenses: construction works, technical expenses, APE, security charges, VAT, notary fees and surety (in part).

  • Eligible interventions: extraordinary maintenance, restoration and conservative renovation, renovation.

Art. 3 – Energy efficiency with works already carried out

  • Who it is aimed at: residents of FVG, for works completed from 1 January 2025.

  • Contribution: up to 50% of the expenditure, maximum € 12,000 per type (windows and doors, wall insulation, roof insulation).

  • Procedure: at the counter, in chronological order.

  • Constraints: application possible only when the work is completed.

Art. 3, paragraph 6 – Energy efficiency with ISEE up to € 25,000 (works to be carried out)

  • Who it is for: residents with an ISEE ≤ € 25,000.

  • Contribution: up to 75% of the expenditure, maximum € 18,000 (depending on the intervention).

  • Permitted interventions: windows and doors, insulation, photovoltaic, solar thermal, storage systems.

  • Procedure: at the counter, in order of presentation.


🏆 How to get the maximum score in the call Art. 2

The maximum contribution of € 60,000 is obtained only for TYPE I interventions (structural building works on at least one housing unit) and only if accompanied by specific requirements or destination obligations.
Let’s see the main reward criteria :

Rental at an agreed rent for at least 5 years + 50 points
Initial energy class F or G + 10 points
Municipality with population decline ≥ 10%+10 points
ISEE ≤ €25,000 (energy poverty)+10 points
Unsafe building with ordinance or asseveration+5 points
Ready to work+5 points
Mountain municipality+5 points

Maximum theoretical total: 95 points, but already 70-80 can guarantee an excellent ranking in the ranking.


🏔 Real-life example: how to get to the maximum contribution

Owner: resident in FVG
Municipality: Prato Carnico (mountainous area and in demographic decline)
Property: A4 category house in energy class G
Planned intervention: complete renovation with structural consolidation and energy requalification (Type I)
Intended use: rental at an agreed rent for 6 years

➡️ Score obtainable:

  • +50 points for renting

  • +10 points for energy class F or G

  • +10 points for the municipality in demographic decline

  • +5 points for being in mountain commune
    Total: 75 points

➡️ Maximum contribution that can be requested: € 60,000 non-repayable grant


⚠️ The obligations of the beneficiary

Receiving the contribution involves some binding obligations for at least 5 years:

  1. Residence or restricted lease:

    • If the property is intended for rent at an agreed or transitional rent, it must be maintained for 5 years.

    • If intended as a first home, the beneficiary must transfer residence there within the established terms.

  2. Usage constraints:

    • Change of intended use is not permitted.

    • The sale is not allowed if it involves the loss of the requirement (e.g. end of the controlled lease).

  3. Strict reporting:

    • All payments must be traceable.

    • The documentation, including the APE ante and post, must be kept available to the Region.

  4. Checks and revocations:

    • The Region can carry out checks and ask for the return of the contribution in the event of false declarations, improper use, or violation of constraints.
