WHY ARTICLE 2 IS THE OPPORTUNITY OF THE MOMENT

The FVG 2025 Home Bonus – Art. 2 of Regional Law 8/2025 is the main regional tool for the building recovery and redevelopment of private properties. It is aimed at individuals residing in Friuli Venezia Giulia and grants non-repayable grants equal to 50% of eligible expenses, up to a maximum of € 60,000 per property unit.

Applications for 2025 must be submitted by 16:00 on 6 October 2025, exclusively through the IOL (Instances On Line) platform of the Region. After this date, the window closes and the ranking list will be approved.

WHO CAN APPLY

Residents in FVG who hold real rights (ownership, bare ownership, usufruct, use, dwelling) on real estate units in the Region can access.
Renovations in minimum condominiums (from 2 to 8 units) are also allowed, while condominiums with more than 8 condominiums are excluded.

HOW MUCH CAN BE ACHIEVED

The contribution covers 50% of eligible expenses, with two types of units:

  • Type I:
    • main residence (residence of the beneficiary),
    • units intended for rental at agreed or transitional rent.
      Maximum contribution: € 60,000 per unit.
      An application can include up to 3 Type I units.
  • Type II:
    • other dwellings not included in Type I.
      Maximum contribution: € 20,000 per unit.
      It is possible to enter up to 2 per application, but it is necessary to have at least a Type I.

ELIGIBLE EXPENSES

This includes construction works, installations, professional technical expenses (including APE), security charges, connections and VAT.
Notary fees for the acquisition of shares or inheritances (within € 5,000 and with some exclusions) and the cost of the surety in the case of a request for an advance of the contribution are also eligible.
Furnishings and furniture (e.g. kitchens, wardrobes, shower cubicles) are not eligible for funding.

PRACTICAL EXAMPLES

Example 1 – Semi-detached house with half inhabited and half rented

An owner renovates a semi-detached house:

  • One unit is the main residence (Type I).
  • The other is intended for rent at an agreed rent (Type I).
    Total expense: € 250,000.

Calculated contribution:

  • 50% of the expense = 125,000 €.
  • Maximum ceiling: € 60,000 for each unit.
  • Maximum total: €120,000.

The owner receives € 120,000 in non-repayable grants.👉

Example 2 – Minimum condominium with three units all for rent

A single owner renovates a building of three units, all intended for rent at an agreed rent (Type I).
Total expense: € 300,000.

Calculated contribution:

  • 50% of the expense = 150,000 €.
  • Cap: €60,000 × 3 units = €180,000.
  • Actual total: 150,000 €.

The owner receives € 150,000 in non-repayable grants.👉

Example 3 – Main residence + empty second unit

An owner renovates a semi-detached house:

  • The first is the main residence (Type I).
  • The second is not inhabited or rented (Type II).
    Total expense: € 160,000.

Calculated contribution:

  • First home: €40,000 (out of €80,000 spent).
  • Second unit: €20,000 (out of €80,000 spent).
  • Total: 60,000 €.

The owner receives € 60,000 in non-repayable grants.👉

HOW THE RANKING LIST WORKS

Applications are evaluated on the basis of reward criteria, which award additional scores:

  • properties in municipalities with a population drop ≥ 10%,
  • unsafe buildings on public roads,
  • interventions that can already be built,
  • properties in entirely mountainous municipalities.

The ranking remains valid until 31 December 2027. Unfunded applications therefore remain “in the queue” and can be financed in subsequent years based on available resources.

ADVANCE PAYMENT AND PAYMENT

It is possible to request an advance of the contribution by presenting a bank or insurance guarantee.
The balance is paid at the end of the works, subject to complete reporting of expenses.

OBLIGATIONS OF THE BENEFICIARY

In addition to the correct execution of the works and reporting, the beneficiary must comply with precise obligations:

  • Communicate the start of work within 30 days of the concession, via PEC to the competent Management.
  • Maintain residence in the inhabited unit (if requested as a first home).
  • Lease constraint for 5 years: if the unit is subsidized as an agreed or transitional rent property, the beneficiary must stipulate and keep the lease active for at least five years. Otherwise, the contribution is revoked.
  • Prohibition of cumulation with Art. 3: for the same real estate unit and the same beneficiary, the energy efficiency contribution provided for in Article 3 cannot also be requested.
