On Wednesday 10 September, the information webinar promoted by Regional Councillor Cristina Amirante was held, dedicated to the presentation of the calls for tenders of Regional Law 8/2025 (Bonus Casa FVG).
The event, aimed in particular at professional associations (architects, engineers and surveyors), was attended by over 600 technicians, confirming itself as a useful and practical opportunity to clarify the numerous doubts that are emerging in this phase of initiation of applications.
In addition to the presentation of the contents of the calls (Art. 2 and Art. 3), the most relevant part was dedicated to the questions of the participants, which made it possible to obtain further clarifications with respect to the FAQs already published on the regional portal.
FREQUENTLY ASKED QUESTIONS AND ANSWERS FROM THE REGION
Below is a complete list grouped by topic of the questions asked during the webinar, with the answers provided by regional officials.
REQUIREMENTS AND BENEFITS
Can AIRE members (residing abroad) participate?
❌ No, only residents of FVG are allowed.
Joint properties: if one of the co-owners applies and then the other takes over, is it valid?
✅ Yes, the change of co-ownership is allowed, but the reward criteria must also be respected by the new holder.
If the property is for sale, can I apply?
❌ No, you must be the holder of real rights at the date of application.
Is it possible to take over after a concession, in the event of a sale?
✅ Art. 2: yes, but only if the new owner meets the requirements.
❌ Art. 3: no, there is no takeover.
Ordinary or current ISEE?
✅ Both are accepted, if there are variations in the previous two years.
REAL ESTATE AND BUILDING TITLES
Which cadastral categories can participate?
✅ All (even C, D, collaborators) as long as they become A1-A7 or A11 at the end of the work.
What does “usable units” mean?
👉 Which at the end of the work must be usable and registered as eligible housing units.
Can you start from a single unit and make two?
✅ Yes, with a single application and declaring two units to be built.
Multiple units in different municipalities?
❌ No, they must be part of the same building project and in the same municipality.
Can I include three different parcels in a single building project?
✅ Yes, as long as they are in the same building title (PDC/SCIA).
Do we need SCIA/CILA/PdC already presented?
✅ Yes, but the work must not have begun.
If I have already started work before applying, can I participate?
❌ No, excluded from Art. 2.
✅ Art. 3 only if ISEE>25k and works from 1/1/2025.
ADMITTED AND EXCLUDED INTERVENTIONS
Is demolition and reconstruction allowed?
✅ Yes, as long as there are no extensions.
Extensions?
❌ Excluded.
✅ Only if technical (coat or cover thicknesses).
Only bathroom renovation with sanitary ware and tiles?
❌ No, if isolated.
✅ Yes, if included in the overall renovation intervention.
Replacement of windows, floors, painting if inside SCIA of renovation?
✅ Allowed as internal expenses for the intervention.
Systems (underfloor heating, boiler, air conditioning)?
❌ Not allowed individually as extraordinary maintenance.
Rising damp with plaster resurfacing?
✅ Assessable as conservative renovation, case by case.
Can I replace the cover with metal sheath and panels + PV?
⚠️ It depends on the building qualification: an assessment by the technician is needed
APE AND ENERGY REQUIREMENTS
Is APE mandatory?
✅ Art. 2: yes, for regional monitoring (even simulated).
✅ Art. 3: yes, always (pre and post).
What if there is no heating system (e.g. unfinished C2)?
❌ It is not possible to access Art. 3.
✅ On Art. 2 it is made simulated APE.
What if the plant is decommissioned or not working?
👉 It depends, please refer to the FAQ: in some cases you can do conventional APE.
Do wood or pellet stoves count as a system?
✅ Yes, they are considered heating systems.
CONTRIBUTIONS AND ECONOMIC CRITERIA
Amounts Art. 2:
– 50% expenses, max 60,000 €/type 1 unit (residence or agreed rent).
– 20,000 €/type 2 unit.
Amounts Art. 3:
– ISEE ≤25k: 75%, max € 18,000/intervention.
– ISEE >25k: 50%, max € 12,000/intervention.
How to apply?
👉 Only through IOL with SPID/CIE, revenue stamp, cadastral data, APE.
Errors in the application (e.g. enter €1 of expenditure)?
❌ Art. 2 → leads to archiving (ranking, no additions).
✅ Art. 3 → possible request for integration.
Multiple questions about the same property?
❌ Only the last chronological is valid.
Notifications arrival outcome?
👉 By email and on the portal.
– Art. 2: single decree.
– Art. 3: massive concessions/liquidations.
Can I correct my application that has already been sent?
✅ Yes, by sending a new file (the last one prevails).
OBLIGATIONS AND CONSTRAINTS
Duration of residence/lease constraint?
👉 5 years from the last expense document.
Partial rental of units (e.g. only one room)?
❌ No, you need an autonomous cadastral unit.
Can it be rented to a family member (e.g. child)?
❌ No, it would be distortion.
Work times after concession?
👉 Fixed by the decree, no long extensions: the aim is to avoid blocking resources.
SPECIAL CASES
Do you work economically with only material invoices?
❌ Not allowed on Art. 2 (works already started).
✅ Allowed on Art. 3 if they fall into types.
Minimum condominiums with multiple properties?
👉 Each owner makes his own application for his own share.
Unit heated by multiple stoves?
✅ Admitted.
Application submitted with errors and then cancelled via PEC?
👉 Better to resend a new file immediately (PEC ecobonus does not receive, use dedicated email).
If I split one unit to get two, how many questions?
👉 A single application, declaring two units to be built.
Removal of rising damp with reinforced plaster?
⚠️ It can be evaluated as a conservative restoration, depending on the case.
