FVG 2025 HOME BONUS: THE NEW UPDATED FAQS OF 10 SEPTEMBER 2025

On 10 September 2025, the Friuli Venezia Giulia Region published an update of the FAQs relating to Regional Law 8/2025, which further clarify the requirements and methods of access to contributions.
Compared to the August versions, these new FAQs do not change the ceilings, but introduce decisive clarifications for the practical management of applications, both on the technical and documentary fronts.

ART. 2 – REUSE OF REAL ESTATE ASSETS

The new FAQs have added very concrete indications:

  • COLLABORATING BUILDINGS: confirmed that they can access the contribution, provided that the report shows usable units and registered in category A1-A7 or A11.

  • DEMOLITION AND RECONSTRUCTION: clarified that it automatically meets requirement A.4 (anti-seismic adaptation).

  • VOLUMETRIC EXPANSIONS: they cannot be financed; The eligible expense concerns only the renovation part.

  • OPERATIONAL ASPECTS: new FAQs explain how to obtain updated cadastral searches online and the possibility of delegating the compilation of the application, which must however be sent with the applicant’s SPID.

ART. 3 – ENERGY EFFICIENCY WITH ISEE UP TO € 25,000 (WORKS NOT CARRIED OUT)

For those entitled to the increased contribution (75%, up to € 18,000), the September FAQs have made some critical points clearer:

  • APE ALSO FOR STORAGE: it must be presented before and after the intervention even when only one storage battery is installed, even without changes in the energy index.

  • CORRECTION OF APPLICATIONS: in case of errors it is not possible to modify, but it is necessary to waive and resubmit the application.

  • “PURPLE” MODEL: a new technical model has been introduced to certify missing surfaces and data.

  • CUMULATION: the prohibition with Regional Law 1/2023 and with Civil Protection refreshments has been reiterated, but compatibility with tax deductions has been confirmed.

ART. 3 – ENERGY EFFICIENCY WITH WORKS ALREADY CARRIED OUT (LACO)

The changes mainly concern the operational part and the economic limits:

  • APPLICATIONS ONLY WHEN THE WORK IS COMPLETED: they can no longer be submitted with work in progress.

  • MANDATORY FORMS:

    • Red if the APE before the works is missing,

    • Green if no data on surfaces, transmittance or date of completion of the works are available.

  • WINDOWS and DOORS: the limit of € 1,500 / sqm of hole and maximum contribution of € 12,000 has been confirmed.

  • INDEMNITIES AND REFRESHMENTS: the insurance indemnity does not affect, but those who have already received Civil Protection refreshments cannot apply for the contribution.

WHY THESE INNOVATIONS REALLY MATTER

The FAQs of 10 September do not change the ceilings but change the way in which the demand should be managed. It becomes crucial:

  • have complete documentation (APE, cadastral searches, estimates, technical models),

  • know the limits of cumulation to avoid exclusions,

  • plan the administrative process in time.

Without a correct preliminary approach, the risk of inadmissibility is high, even with work already carried out.
