REDEVELOPMENT AND ENERGY IN FVG: THE GOLDEN MOMENT FOR CONDOMINIUMS

Friuli Venezia Giulia is experiencing a phase of extraordinary turmoil with regard to housing policies and the energy transition. In the last three years, the regional administration has put in place almost 500 million euros to support citizens, facilitate the use of renewable energy and redevelop the existing building stock. In this scenario, it is our sincere congratulations to the Councilor for Infrastructure, Cristina Amirante, for the unprecedented commitment and pragmatic vision with which she is addressing the real needs of families, concretely strengthening the social cohesion of our territory. Today I want to focus on a very hot topic full of immediate opportunities: interventions on condominiums. Instead, we will temporarily put on hold the chapter of funds intended for construction companies, since the rules of the game on that front are still being defined and are, to date, a bit nebulous.   THE FOCUS: THE NEW CALL FOR LARGE CONDOMINIUMS IS COMING SOON The real "bombshell news", anticipated by Councillor Amirante during the recent Ecocasa exhibition in Pordenone, is the creation of a specific measure dedicated to condominium works. Unlike the funds already active for small businesses, this new line of financing will embrace all complexes, including the largest ones (i.e. those over 8 housing units where the figure of the administrator is mandatory). The call, which will see the light before the summer, will financially support the energy redevelopment interventions already carried out. Among the works that can be reimbursed, the pillars of savings on the bill stand out:
  • Creation of thermal coats (on heated environments).
  • Roof insulation works (on heated environments).
  • Modernization of central heating systems to transform them into high-efficiency and low-consumption systems (hybrid or heat pump systems).
To protect citizens and prevent the infamous price distortions seen with the state Superbonus from occurring, the Council has studied an intelligent mechanism: refunds for roofs and coats will be calculated by recognizing pre-set maximum values per square meter. The call will be of the counter type (once the works have been carried out and paid, it is reported and within 3-4 months the Region will remove the bag) even for works already carried out, presumably from 01/01/2026. But perhaps the most revolutionary aspect of this measure is the timing. Aware of how slow and complex the decision-making dynamics are within condominium assemblies, the department has decided to leave this call open with a very long time window, even until the end of 2027. This will allow all condominiums to plan, deliberate and carry out the work with the utmost serenity.

WHAT CAN ALREADY BE DONE: THE "MINIMUM CONDOMINIUMS" AND ART. 3 OF REGIONAL LAW 8/2025 The Revolution of Regional Law 8/2025: What can already be done in the "Minimum Condominiums" The flagship of current regional policies is Regional Law 8/2025, which offers very powerful tools for those who want to improve the energy efficiency of their home. One of the most interesting and immediately operational measures is the Call for Implementation of Article 3, dedicated specifically to efficiency works already carried out and paid for starting from 1 January 2025. This is a fantastic opportunity especially for those who live in a "minimum condominium", i.e. those buildings consisting of a number of real estate units between 2 and 8 (for which there is no obligation to have a professional administrator). Individual owners can in fact apply to be reimbursed their thousandth share of the expenses incurred for the common parts. But what are the jobs that entitle you to these funds? The call goes to finance crucial interventions to cut bills:
  • Replacement of windows and doors (windows, French doors, including shutters and mosquito nets).
  • Thermal insulation of the building envelope, such as the creation of the classic external or internal thermal "coat" on the walls.
  • Roof insulation, i.e. the renovation and insulation of the roof (on heated environments).
The economic advantages are really important: the Region guarantees a non-repayable contribution equal to 50% of the eligible expenses (max € 24,000 per category of intervention), which can reach a maximum of 12,000 euros per single type of intervention. To avoid the distortions on prices seen in the past with the national Superbonus, the department has wisely established maximum spending ceilings parameterized per square meter.   THE PROSPECTS FOR LARGE CONDOMINIUMS In addition to what is already active for small condominiums, Councillor Amirante announced the arrival, by the summer, of an additional line of funding aimed at all condominiums. Also in this case, works already carried out (such as insulation, insulation and modernization of central heating systems) will be supported. Knowing full well that condominium assemblies have biblical decision-making times, the Region has decided to leave this future open call for tenders even until the end of 2027, allowing everyone to plan the work with serenity.   THE CRUX OF THE CONTRIBUTION TO BUSINESSES: WHY WAIT? As mentioned, the regional incentive framework also includes a support plan for construction companies, designed to help them in the difficult post-PNRR transition phase and the end of the Superbonus. The good news is that the European Union has ruled out that this measure constitutes irregular state aid, effectively giving the green light to the Region. However, the operational details of this bonus are still being negotiated between the department and trade associations, such as Ance FVG. There is talk of a mechanism similar to the old "Sismabonus purchases" to help builders amortize the costs in those real estate transactions that are difficult to carry out (with the obligation to sell within 30 months), but the exact figures and rules are not yet written. We will talk about it again as soon as the fog has cleared.   EXCELLENT WORK BY THE FEDRIGA COUNCIL: KEEP UP THE GOOD WORK! Friuli Venezia Giulia once again proves to be a virtuous region, capable of transforming public resources into tangible benefits for citizens' wallets and the environment. Whether you are a "minimal condominium" owner or planning future work, the tools are there. I renew my congratulations to the Council and Councillor Amirante for this excellent work that is redesigning the living face of our region for the better.   PLANNING TODAY SO AS NOT TO LOSE CONTRIBUTIONS: THE FEASIBILITY STUDY Precisely because the new regional call for condominiums will have a wide time window until December 31, 2027, many may think that there is plenty of time to decide. In reality, professional experience teaches exactly the opposite: condominium interventions require very long technical and decision-making times, often between 12 and 18 months, including preliminary study, collection of estimates, condominium meetings, funding for funds, design and implementation of the works.

For this reason, it is essential to start a preliminary feasibility study as early as 2026, which will allow the condominium to correctly evaluate the intervention, define the costs, quantify the contributions that can be obtained and collect estimates from companies. This preliminary phase, carried out by our firm with great experience in energy requalifications, includes the analysis of the state of the building, energy simulations, the definition of possible interventions (insulation, roof, thermal power plant, photovoltaic, etc.), the economic estimate and the preparation of the documentation necessary for the shareholders' resolution.

To receive a free quote on this matter, just send a request indicating the number of condominium units involved, the work you would hypothetically want to carry out and the starting winter air conditioning system.

Only through this path is it possible to arrive at an informed decision on the part of the condominiums and correctly schedule the work. Considering also the technical times for the final design, the possible obtaining of authorizations, the availability of the companies and the execution of the works, it is clear that starting the studies by 2026 is the most prudent strategy to carry out the works in 2027 and complete the administrative process by the deadline of the call set for 31/12/2027.

In other words, the time to start moving is now. Those who leave on time will have a greater opportunity to plan effective interventions, obtain the best estimates and make the most of regional contributions, avoiding the risk of arriving close to deadlines with too tight a time frame or with organizational difficulties.
