FVG 2026 CONDOMINIUM CONTRIBUTIONS: THOSE WHO WAIT FOR THE CALL ARRIVE TOO LATE

In recent months we have often talked about the opportunities that the Friuli Venezia Giulia Region is preparing to promote the energy redevelopment of condominiums. To date, the FVG condominium call has not yet been published and continues to accumulate delays compared to initial expectations. The only official information available is that anticipated by the Regional Councilor for Infrastructure and Territory, Cristina Amirante, who confirmed the Region's willingness to allocate specific resources to energy efficiency interventions in the common parts of the condominium. In addition to what is already active for small condominiums, Councillor Amirante announced the arrival, by the summer, of an additional line of funding aimed at all condominiums. But what are the jobs that entitle you to these funds? The call should finance crucial interventions to cut bills:
  • Thermal insulation of the building envelope, such as the creation of the classic external or internal thermal "coat" on the walls.
  • Modernization of central heating systems, such as the replacement of condominium boilers with hybrid systems (heat pumps + condensing boiler) or "full electric" color pump alone (better if combined with interventions on the envelope)
Precisely for this reason it is important to clarify a fundamental aspect: waiting for the publication of the call for proposals to start thinking about the interventions could be a mistake.

THE REAL PROBLEM IS NOT THE TENDER, BUT THE TIME NEEDED TO DECIDE

Many administrators and condominiums tend to think that the path begins with the release of the regional tender. In reality, the decision-making process of a condominium normally takes several months. Before arriving at a resolution, it is necessary to:
  • analyze the current state of the building;
  • verify energy consumption and criticality;
  • identify the most effective interventions;
  • estimate costs and benefits;
  • evaluate the contributions that can be obtained;
  • compare different technical solutions;
  • convene assemblies and reach the necessary majorities.
In professional practice, it is rare for a major intervention to be deliberated in less than 6 months. This means that condominiums who will start thinking about the interventions only after the publication of the call for tenders risk arriving late compared to the most favorable time windows.

WHY IT IS WORTH MOVING NOW

The next few months are probably the ideal time to develop pre-feasibility studies. A condominium that starts an analysis process today can arrive between September and October to have:
  1. an energy photograph of the building;
  2. an indicative estimate of costs;
  3. a hypothesis of obtainable contributions ;
  4. an economic-financial plan;
  5. A shared strategy to be submitted to the assembly.
In this way , it will be possible to approve the interventions by 2026 or schedule the start of the works in the first months of 2027 without wasting precious time (the call will certainly expire on 31/12/2027 and will be at the counter).

THE RISK OF LOSING PART OF THE NATIONAL BENEFITS

There is also another element that deserves ATTENTION. National legislation today still allows, for numerous interventions on main residences, to benefit from the 50% tax deduction spread over ten years. To date, there is no certainty about the extension of this rate beyond the period currently envisaged. For this reason, the interventions deliberated and planned in a short time could benefit at the same time:
  • of the regional contributions with a NON-REFUNDABLE GRANT;
  • of IRPEF tax deductions 50% in ten years.
If the rates were to be reduced to 36%, part of the economic benefit available today could be lost. It is therefore an assessment that condominiums should face in the coming months, without waiting for further regulatory developments .

WHAT A FEASIBILITY STUDY FOR A CONDOMINIUM INCLUDES

When we talk about a feasibility study , we do not mean a properly developed preliminary analysis: it normally includes:
  • survey and analysis of the actual state of the building;
  • preliminary energy assessment;
  • diagnosis of current consumption;
  • simulation of post-intervention consumption;
  • identification of the most effective works;
  • verification of compatibility with incentives and contributions;
  • indicative estimate of construction costs;
  • evaluation of the return on investment times.
In the most complex cases , in-depth economic studies and estimative bills of quantities can also be developed to provide a very detailed financial picture.

A CHOICE THAT MUST BE MADE BEFORE THE RELEASE OF THE CALL

Paradoxically, the best time to start will not be after the publication of the regional call, but before! When the call is available, administrators, designers, companies and technicians will inevitably be involved in numerous simultaneous requests. The condominiums that have already carried out the preliminary assessments will therefore be able to move more quickly and consciously, avoiding delays and already having all the necessary elements to decide.
