Friuli Venezia Giulia is preparing for a new season of investments in the tourism sector.
With the new
2026 Tourism Fund, provided for by Article 133 of Regional Law 17/2025, the Region supports the redevelopment, expansion, modernization and improvement of the accommodation facilities in the area.
This is not a simple economic contribution, but a measure designed to encourage real growth in the regional tourist offer. The aim is to encourage interventions capable of improving the quality of hospitality, guest comfort, accessibility, energy efficiency and competitiveness of accommodation facilities.
For hotels, B&Bs, scattered hotels, campsites, tourist villages and existing accommodation facilities, the call therefore represents a concrete opportunity to transform a building or plant engineering intervention into a strategic investment.
WHO CAN ACCESS THE CONTRIBUTION
Micro, Small and Medium-sized Enterprises with registered office or local unit in Friuli Venezia Giulia can apply.
Eligible facilities include:
- hotels and lodges;
- scattered hotels;
- tourist-hotel residences;
- bed & breakfast;
- guest houses;
- furnished housing units for tourist use;
- campsites and tourist villages;
- social accommodation facilities;
- alpine huts, hiking huts and bivouacs.
It is essential to check from the beginning the correct classification of the company and the presence of the required ATECO codes. In particular, the announcement refers to codes
55.10, 55.20 and 55.30. The code
56.11.11, relating to catering with administration, is also allowed when the activity is carried out within an accommodation facility.
This aspect should not be underestimated: before setting up the project and the bill of quantities, it is necessary to ascertain that the company has the correct subjective and administrative requirements.
WHICH INTERVENTIONS CAN BE FINANCED
The call finances interventions aimed at increasing the quality and quantity of the accommodation offer.
Interventions of, among others, are eligible:
- new construction;
- expansion;
- building renovation;
- restoration;
- extraordinary maintenance;
- redevelopment of common areas;
- functional improvement of rooms and services;
- creation of wellness areas and spaces for personal care;
- overcoming architectural barriers;
- increase in beds;
- purchase and installation of furniture and equipment;
- construction or expansion of parking lots;
- purchase of properties to be used as an accommodation facility.
A particularly interesting element concerns
the building and plant engineering works.
In fact, extraordinary maintenance and redevelopment interventions can also include the renovation and modernization of the structure's technological systems, including:
- heating systems;
- summer air conditioning systems;
- thermal power plants;
- hybrid systems;
- heat pumps;
- production of domestic hot water;
- plant systems functional to the energy and quality improvement of the property.
For many existing accommodation facilities, the renovation of the systems is one of the most strategic interventions, because it allows to improve the comfort of guests, reduce energy consumption and increase the overall value of the property.
The call also allows for the inclusion of interventions relating to
public establishments attached to the accommodation facility, such as bars or internal restaurants, when connected to the accommodation activity.
MINIMUM SPENDING THRESHOLDS
The call distinguishes different types of intervention, with minimum spending thresholds.
For the purchase of
furniture and equipment, the minimum threshold indicated is
10,000 euros.
For
building works and systems, including new construction, extension, renovation, restoration and maintenance, the minimum threshold is
20,000 euros.
For
parking, there is a minimum threshold of
20,000 euros, with an indication of at least three parking spaces for hotel facilities.
For the
purchase of properties to be used as an accommodation facility, the eligible expenditure is limited to 50% of the purchase price. This means that, under the De Minimis regime with a contribution of 50% of the eligible expenditure, the actual contribution on the purchase of the property can reach 25% of the total price.
MAXIMUM CONTRIBUTION UP TO 300,000 EUROS
The maximum contribution that can be granted per single application is
300,000 euros.
The call provides for two main aid schemes.
The first is the
De Minimis regime, generally the most interesting for many companies, with a contribution equal to
50% of the eligible expenditure, in compliance with the overall limit of 300,000 euros in the three-year period for a single company.
The second is the
GBER regime, which provides for different intensities depending on the size of the company and the type of investment. In summary, for investments pursuant to Article 14 of EU Regulation 651/2014, the contribution can reach 30% for micro and small enterprises and 20% for medium-sized enterprises. For aid to SMEs under Article 17, the percentages shall be 20% for micro and small enterprises and 10% for medium-sized enterprises.
The choice of the scheme is not a formal detail, but a strategic decision that must be assessed on the basis of the situation of the company, the aid already received and the composition of the investment.

THE RANKING: WHY IT IS NOT ENOUGH TO SUBMIT THE APPLICATION
The call for applications provides for an evaluation ranking.
This means that it will not be enough to submit a formally correct application: it will be necessary to build a competitive project, capable of obtaining a high score.
The main rewarding elements include:
- energy saving and renewable sources;
- overcoming architectural barriers;
- creation of wellness and personal care spaces;
- increase in hotel classification;
- increase in beds by at least 10%;
- design according to the principles of Universal Design;
- location in UNESCO sites, mountain municipalities of band C or regional capitals;
- environmental or accessibility certifications;
- possession of the building permit at the time of submission of the application.
The possession of the building permit or the SCIA at the time of sending the application can attribute additional points and also represents an element of security for the entire investment.
TECHNICAL DOCUMENTATION: THE CENTRAL ROLE OF THE PROJECT
The application requires solid and consistent technical documentation.
The basic documents include:
- tables of the state of affairs;
- project tables;
- estimated metric calculation;
- asseveration or certification of urban planning compliance;
- financial sustainability plan;
- administrative documentation required by the call.
For building and plant engineering works, the bill of quantities must be detailed and signed by a qualified technician. For furniture and equipment, on the other hand, the suppliers' estimates may be sufficient, as long as they are correctly set up and consistent with the intervention.
The quality of the technical documentation is decisive: a design deficiency, an urban planning discrepancy or an unclear calculation can compromise the investigation and reduce the chances of obtaining the contribution.
MOUNTAIN MUNICIPALITIES, UNESCO AREAS AND AWARD-WINNING TERRITORIES
The call recognizes specific rewards for interventions located in areas considered strategic.
These include:
- UNESCO sites;
- mountain municipalities of band C;
- regional capitals;
- territories with specific tourist, cultural or landscape value.
For mountain areas, in some cases, the bonus does not concern the entire municipal territory but specific hamlets or inhabited centers. For this reason, it is important to accurately check the cadastral location of the property before setting up the application.
Intervening in historic, listed or UNESCO areas also requires a more careful design, capable of combining respect for constraints, architectural quality, modern comfort and energy efficiency.
THE MOST INTERESTING STRATEGY: FVG CALL AND THERMAL ACCOUNT 3.0
One of the most relevant opportunities concerns the possibility of evaluating the FVG 2026 Accommodation Facilities Call together with the
Thermal Account 3.0.
The most effective strategy is to build an integrated project, correctly dividing the work between the different incentive channels.
The
FVG Accommodation Facilities Call can support the construction, architectural and functional part of the intervention, such as renovations, extensions, redevelopment of spaces, wellness areas, furnishings, equipment, finishes and overall improvement of the structure.
The
Thermal Account 3.0, on the other hand, can be assessed for energy efficiency interventions and energy production from renewable thermal sources, such as heat pumps, hybrid systems, biomass plants, solar thermal and other interventions provided for by the GSE regulations.
The most interesting novelty also concerns the possibility of inserting, in the cases provided for by the Thermal Account 3.0,
photovoltaic systems with storage systems, provided that they are carried out in conjunction with the permitted interventions and in compliance with GSE rules, in particular when connected to the replacement of the winter air conditioning system with an electric heat pump.
This aspect can be very important for hotels, B&Bs and accommodation facilities with obsolete systems, because it allows you to design a complete energy requalification: replacement of the old generator, installation of the heat pump, possible photovoltaic with storage, improvement of consumption and reduction of management costs.
In this logic, the project must not be built as a simple collection of estimates, but as a true
integrated technical-economic plan, where each process is placed in the most correct incentive channel.
Coordinated design can significantly increase the share of investment that can be subsidized, improve the economic return of the operation and transform the accommodation facility into a more efficient, more comfortable and more competitive building.
DEADLINES OF THE CALL
Applications can be submitted:
from 15 June 2026, 10:00 am
to 15 September 2026, 4:00 pm
Meeting deadlines is essential. The transmission of the application takes place electronically and requires complete documentary preparation before sending.
The call also provides for the possibility, under specific conditions and under the De Minimis regime, to also consider eligible some expenses incurred before the submission of the application, starting from 30 June 2024 or 1 January 2025 for certain cases.
CONSTRUCTION TIMES AND SUBSEQUENT CONSTRAINTS
Once the grant has been granted, the works must be completed within
24 months of the grant.
Only one extension is allowed, up to a maximum of
12 months, provided that it is justified and requested before the original deadline.
After reporting, it is also necessary to comply with the constraint of destination and maintenance of the assets:
- 3 years for movable property and furnishings;
- 5 years for buildings and building works.
VAT is generally not eligible, except in cases where it represents a real stranded cost to the business.
WHY MOVE NOW
The most frequent error is waiting for the portal to open.
In reality, for a competitive application, the work must start earlier.
Surveys, urban planning checks, cadastral analysis, project study, metric calculation, energy assessment, verification of the company's requirements, choice of aid scheme and analysis of possible integration with other incentives are needed.
Those who arrive in June with an already structured project will have a much better chance of submitting a complete, coherent and competitive application.
