FVG 2026 ADJUSTMENT MANEUVER: over 55 million on the way to refinance housing tenders.
The 2026 summer adjustment of the Friuli Venezia Giulia Region, which is on its way to reaching a total value of about one billion euros, brings with it one of the most awaited news by citizens, professionals and companies in the construction sector: the refinancing of regional calls for tenders dedicated to the recovery and redevelopment of private real estate assets.
During the presentation of the maneuver, the regional councilor for Finance Barbara Zilli highlighted how the solidity of the regional accounts has made it possible to prepare, for the fourth consecutive year, an adjustment of extraordinary dimensions. Of the approximately one billion euros available, as many as 89 million will be allocated to the environment, energy and sustainable development sectors, while over 200 million euros will still have to be allocated through the amendments that will be approved during the council process.
Among the interventions anticipated by the Council are 40 million euros for incentives for photovoltaics and 15 million euros for the energy efficiency of real estate assets, resources that represent a clear signal of the Region's desire to give continuity to the new tools introduced with Regional Law 8/2025.
THE CALLS FOR TENDERS OF L.R. 8/2025 REFINANCED
The new resources will affect the main calls for tenders dedicated to private construction.
The first is the Call for Proposals provided for in Article 2 of Regional Law 8/2025, dedicated to extraordinary maintenance, restoration, conservative renovation and building renovation on existing homes. The call has an initial budget of 30 million euros and provides for non-repayable contributions of up to 50% of eligible expenses, with a maximum contribution of 60,000 euros per property unit for interventions intended for the first home or rental at an agreed rent, as well as contributions of up to 20,000 euros for the additional real estate units envisaged by the project. It is also possible to finance up to three real estate units as part of the same intervention.
The second is the Call for Proposals provided for in Article 3, dedicated to the energy efficiency of buildings. The measure finances the replacement of windows and doors, the insulation of walls and roofs, photovoltaic systems, storage systems and solar thermal. For households with an ISEE not exceeding €25,000, the contribution reaches up to 75% of the eligible expenditure, with ceilings reaching €18,000 for interventions on the building envelope and specific contributions for photovoltaic, storage batteries and solar thermal.
Alongside the call for works to be carried out, the Region has also set up the new channel dedicated to works already carried out, which will allow citizens to obtain a contribution even for interventions completed and paid for before the submission of the application, as long as they comply with the conditions set out in the call. In this case, the contribution covers up to 50% of eligible expenses, also including technical expenses and the drafting of the Energy Performance Certificate (APE).
OVER 55 MILLION EXPECTED
The advances provided by the Region already make it possible to outline the economic framework of the refinancing.
The 40 million euros allocated to photovoltaics will be used to support the spread of solar systems and storage systems in private homes, while the 15 million euros for energy efficiency will strengthen incentives for windows and doors, insulation, insulated roofs and other interventions aimed at reducing energy consumption.
Overall, the package of resources directly attributable to the calls for energy requalification therefore exceeds 55 million euros.
Further appropriations may be added to these sums during the examination of the adjustment in the Regional Council. In fact, the Council itself has confirmed that over 200 million euros of the maneuver have yet to be distributed, leaving room for further refinancing also of the call dedicated to building renovations provided for by Article 2.
