The summer budget adjustment of the Friuli Venezia Giulia Region continues to strengthen the measures dedicated to the redevelopment of the building stock. After the first advances on the refinancing of housing tenders, the discussion in the IV Regional Commission confirmed an important increase in resources and clarified what the future of incentives for photovoltaics will be.
The main news is that
the call dedicated to private individuals will receive a final refinancing of 40 million euros and will close definitively on 15 September 2026, while regional support for photovoltaic systems
will continue for condominiums, as part of a strategy that increasingly aims at the overall energy redevelopment of buildings.
PHOTOVOLTAICS: THE LAST 40 MILLION FOR PRIVATE HOMES
As already announced in recent weeks by the Regional Councilor for Infrastructure and Territory Cristina Amirante, the regional call for individuals and ecclesiastical entities for the installation of:
- photovoltaic systems;
- storage systems;
- solar thermal systems;
will receive a final allocation of
40 million euros, intended to finance all applications that will be submitted
by 15 September 2026.
After this date, the call will be definitively closed and no new applications will be accepted.
This concludes one of the most important regional programmes in recent years in the energy sector, which has made it possible to mobilise investments of over
342 million euros.
According to data released by the Region, in four years the program has made it possible to:
- submit over 49,000 applications;
- financing more than 46,000 families;
- install about 247 MW of photovoltaic plants;
- build storage systems for over 435 MWh;
- incentivize over 1,000 solar thermal plants.
The decision to close the call is also linked to the slowdown in applications recorded in the last year, with about
6,000 fewer applications than in 2023, as well as the Region's desire to allocate more resources to other urban regeneration and energy efficiency policies.
PHOTOVOLTAICS DOES NOT END: INCENTIVES CONTINUE FOR CONDOMINIUMS
The headline that appeared in some newspapers,
"Photovoltaics, stop aid", could generate some misunderstandings.
In reality,
regional support for photovoltaics does not end, but simply changes the recipient of the incentives.
In fact,
Regional Law 1/2023 will continue to finance
condominiums that intend to install photovoltaic systems, storage systems and solar thermal systems.
This is a strategic choice that aims to concentrate resources on condominium buildings, where the interventions make it possible to involve a large number of families at the same time and to obtain an even greater energy and environmental impact.
At the same time, a significant share of the resources of the settlement also strengthens Regional
Law 8/2025, dedicated to the building and energy redevelopment of buildings.
The direction taken by the Region is therefore quite clear: fewer incentives for the single photovoltaic system installed on private homes and greater support for integrated energy redevelopment interventions and condominium systems.

THE HOUSING TENDER RISES TO 24.2 MILLION EUROS
Among the most positive news that emerged from the discussion of the adjustment is the new increase in the resources allocated to the
Housing Call for renovations.
In fact, the total allocation reaches
24.2 million euros, thanks to a refinancing of
10.4 million, which is added to the
14 million already provided for in the maneuver.
This is an important signal, which confirms the Region's desire to continue decisively in supporting building recovery, energy redevelopment and extraordinary maintenance of private real estate assets.
ANOTHER 2.4 MILLION FOR FAMILIES WITH ISEE UNDER 25,000 EUROS
The adjustment also provides for an additional
2.4 million euros for the call reserved for families with
an ISEE of less than 25,000 euros.
According to the estimates of the Region, these new resources will make it possible to finance
about 260 additional applications, significantly increasing the possibilities of scrolling through the rankings currently in place.
This is particularly awaited news by the many families who, despite having applied, have been excluded due to the exhaustion of available resources.
30.6 MILLION CONFIRMED FOR COATS, ROOFS AND WINDOWS
The substantial economic endowment allocated to energy efficiency interventions in the building envelope is also confirmed.
The package dedicated to:
- insulation of roofs;
- thermal coats;
- replacement of windows and doors;
will be able to count on a total availability
of 30.6 million euros.
The choice confirms the Region's desire to incentivize interventions that guarantee a structural reduction in the energy consumption of buildings, while simultaneously improving living comfort, real estate value and environmental sustainability.
A STRATEGY THAT AIMS AT THE OVERALL REDEVELOPMENT OF BUILDINGS
The information that emerged during the discussion of the adjustment confirms what we had anticipated in the previous in-depth study dedicated to the summer maneuver.
The Friuli Venezia Giulia Region is progressively directing its policies towards complete energy redevelopment of buildings, favoring works such as thermal coats, insulation of roofs, replacement of windows and doors, efficiency of systems and installation of renewable sources within organic projects.
From this point of view, photovoltaics continues to play a central role, but it is part of a broader strategy that aims at the overall reduction of energy consumption and emissions, rather than exclusively incentivizing the production of electricity.
PERSONAL CONSIDERATIONS
From a technical point of view, the increase in resources represents a very positive signal for citizens and professionals.
The refinancing of the existing rankings demonstrates the Region's willingness to respond to the
numerous applications submitted in recent months, avoiding, as far as possible, that interventions already completed remain excluded from the contribution due to simple lack of funds.
Particularly significant is also the change in strategy on the energy front: no longer incentives exclusively intended for the installation of photovoltaics on individual homes, but a
broader vision oriented towards the overall redevelopment of buildings and the support of condominiums, where interventions allow for energy, economic and environmental benefits to be obtained on a much larger scale.
For those who are planning renovation or energy efficiency works,
2026 therefore continues to represent a year full of opportunities. The increase in available resources and the probable scrolling of the rankings are in fact a concrete sign of the commitment of the Friuli Venezia Giulia Region to support the recovery and enhancement of the existing building heritage.
