FVG CONDOMINIUMS CALL: OFFICIAL TEXT PUBLISHED, CONTRIBUTIONS UP TO 300,000 EUROS

The official text of the FVG 2026 Condominium Call dedicated to energy efficiency interventions in condominium buildings in Friuli Venezia Giulia has finally been published. With Resolution of the Regional Council no. 1179 of 7 August 2026 in fact, the call provided for in Article 3 of Regional Law No. 8 of 4 July 2025 was adopted, aimed at supporting interventions on the common parts of condominium buildings that produce an improvement in energy performance.

Now that we finally have the final text available, we can understand precisely what is being financed and, above all, how a condominium that wants to access the contribution must prepare. The most important point is one: you don't have to wait for the opening of applications to start working on the file. When you submit the application, in fact, a substantial part of the technical work must have already been completed.
WHAT THE FVG 2026/2027 CONDOMINIUM CALL FINANCES
The contribution concerns energy improvement interventions carried out on the common parts of the condominium and varies according to the importance of the intervention. There are three main categories: Major first-level renovation: contribution equal to 40% of the eligible expenditure up to a maximum of 300,000 euros. Major second-level renovation: contribution of 40% up to a maximum of 150,000 euros. Energy requalification: contribution of 30% up to a maximum of 100,000 euros. In the cases provided for by the tender with a majority of the thousandths of ATER ownership, the percentage can reach 40%. Important interventions on the envelope and systems can therefore be financed, as long as they are aimed at improving the overall energy performance of the condominium. An interesting aspect is that eligible expenses also include technical expenses, costs for the preparation of APEs, administrative and file management costs, security charges and various works closely related to energy interventions.
THE CENTRAL POINT IS THE PRELIMINARY FEASIBILITY STUDY
In my opinion, this is the most important part of the new call. Before even thinking about the question, we need to understand what is really worth doing on the condominium. It is not enough to make a generic decision to build a coat, redo the roof or replace the heating system. It is necessary to technically evaluate the building, compare the different solutions and build an intervention that makes sense both from an energy and an economic point of view. In fact, the call requires that, before applying, the assembly has already approved a feasibility study/project drawn up in compliance with the 2025 Minimum Requirements Decree. The study must indicate at least: which works are intended to be carried out, the estimate of the works, the overall economic framework, the economic framework of the expenditure eligible for the contribution and the energy classification of the intervention. In essence, the assembly must be put in a position to know: how much the intervention costs, how much the Region can finance and what the residual share could be borne by the condominiums.   This is why I consider the feasibility study the real starting point of the call.

BEFORE THE STUDY, APE ANTE OPERAM IS NEEDED
To design correctly, however, it is necessary to know where the building starts from energetically. The call already requires the APE ante operam of the real estate units for which certification is required, deposited in the CENEDfvg regional land registry, together with a summary of the related energy data. The EPCs are therefore much more than a simple bureaucratic annex. They are used to determine the initial energy performance of the condominium and will be compared with the post-intervention APE to demonstrate the actual energy improvement obtained. The call requires the APE ante and post for the units concerned, including the non-residential ones for which the certificate is required, excluding, for example, garages, cellars and warehouses. This means that without having prepared the APE ante operam you are not really ready to submit the application for funding.
HOW TO GET TO THE QUESTION: THE CORRECT PATH
The path can be summarized as follows: APE ANTE OPERAM → FEASIBILITY STUDY → ESTIMATE OF THE WORKS AND ECONOMIC FRAMEWORK → ASSEMBLY → APPLICATION → GRANTING THE CONTRIBUTION → WORKS Let's see it concretely.   1 - APE ANTE OPERAM It starts with the energy photograph of the real estate units and therefore of the entire building. This phase allows you to know the starting situation and provides the data necessary to plan the interventions. 2 - FEASIBILITY STUDY On the basis of the APEs, the various possibilities are evaluated: insulation of the facades, roofing, interventions on the systems or combinations of several processes. The goal is to identify the solution with the best balance between energy result, cost of the works and the contribution that can be obtained. 3 - ESTIMATE OF THE WORKS AND ECONOMIC FRAMEWORK Once the solution has been identified, it is necessary to estimate its cost. The call expressly requires both the total economic framework and the identification of the part of the expenditure actually eligible for the contribution. This step is essential because the overall cost of the construction site and the financeable expense do not necessarily coincide. 4 - CONDOMINIUM ASSEMBLY At this point, a concrete project can be presented to the condominiums. The assembly no longer votes on a generic "let's do the coat", but can know about interventions, costs, potential contribution and residual investment. The project/feasibility study must be approved by the assembly before the application is submitted. 5 - APPLICATION FOR CONTRIBUTION Only after this technical preparation is the application submitted through the regional system Instances On Line – IOL, attaching the required documentation. So it is good to reiterate it: First you plan, then you submit the application. Not the other way around.
AFTER THE APPLICATION WE WILL KNOW IF THE CONTRIBUTION HAS BEEN GRANTED
This is also a very important aspect for condominiums. The call does not provide for a traditional "score" ranking, but an over-the-counter procedure: applications are considered according to the chronological order of submission and financed until the available resources are exhausted. After the submission of the application, the Region carries out the preliminary investigation and, in the event of a positive outcome, issues the decree granting the contribution. The call for applications indicates a deadline of 90 days from the submission of the application, without prejudice to any suspensions or requests for additions. Formally, eligible expenses can be incurred after the date of the application. However, for a condominium that wants to face the investment with greater security, I think it is much more prudent to follow this logic: we submit the application → wait for the concession decree → we know the amount actually recognized → we start the construction site. In this way, when work starts, the condominium no longer thinks about a purely theoretical contribution, but has the provision with which the Region has actually granted the incentive.
WHY YOU NEED TO MOVE BEFORE THE OPENING OF APPLICATIONS
Precisely because applications are funded according to the chronological order of submission, being prepared for the opening of the call will be essential. In a condominium with ten, twenty or thirty units, it is not possible to prepare the APEs in a few days, study the interventions, make the preliminary design, prepare the economic framework and convene the assembly. The work must be started earlier. For this reason, the advice to the administrators and condominiums concerned is very simple: do not wait for the opening of the application to start dealing with the tender. The first thing to do today is to prepare the APE ante operam and a preliminary feasibility study, in order to arrive at the opening of the procedure with a project already studied, defined costs and assembly in a position to make an informed decision. The call for proposals puts important contributions on the table, up to 300,000 euros per condominium. But to really take advantage of this opportunity, you have to be prepared.
