The Friuli Venezia Giulia Region is putting
new resources on the table for private real estate assets: 2.5 million euros for energy efficiency and 2 million for the renovation and reuse of buildings. In addition to these, 4 million are intended for the spread of renewable energy sources. Let's see what we know today and, above all, what is still missing to understand how these funds will be used concretely.
The Regional Council of Friuli Venezia Giulia has approved the new
Multisectoral Bill, the so-called "autumn manoeuvre", for a total value of
56,407,266.62 euros.
Within the measure, the private construction and energy sector finds a significant space. In fact, the Region has announced
2.5 million euros for energy efficiency interventions aimed at individuals and businesses,
2 million for the renovation and reuse of private real estate assets and a further
4 million to encourage the spread of renewable energy sources.
It is therefore a total of
8.5 million euros attributable to the real estate and energy sectors, even if the three items must be kept separate and, above all, cannot yet be considered automatically as a refinancing of the already known calls.
2 MILLION EUROS FOR THE RENOVATION AND REUSE OF PRIVATE BUILDINGS
The first particularly interesting item concerns the allocation
of 2 million euros for the "renovation and reuse of private real estate assets".
The reference takes on particular importance in light of the regional policy launched with
Regional Law No. 8 of 4 July 2025, dedicated precisely to the recovery, redevelopment and reuse of private real estate assets.
Regional Law 8/2025 introduced a system of incentives aimed at supporting the recovery of existing buildings, limiting the consumption of new land and at the same time promoting the energy improvement of the regional building stock. In fact, the law identifies two major families of interventions: on the one hand, extraordinary maintenance, restoration and conservative renovation and building renovation; on the other, energy efficiency interventions.
It is the regulatory framework within which the various regional calls that we have come to know in recent months were born.
For this reason, the
new 2 million euros announced by the Council are certainly a rumor to be followed carefully.
At the moment, however, it would be premature to say that it is automatically a refinancing of the so-called
"Article 2" of Regional Law 8/2025.
In fact, the official regional press release of 19 September indicates the amount and general purpose of the allocation, but
does not yet specify which call or chapter will be concretely refinanced.
The distinction is important especially for those who have already submitted an application or are planning a renovation:
the allocation of a sum is not equivalent to the opening of a new call nor does it guarantee, on its own, the scrolling of a given ranking.
We will have to wait for the final text and the consequent implementing measures.
ANOTHER 2.5 MILLION FOR ENERGY EFFICIENCY
The second item directly concerns energy efficiency.
The maneuver provides
for 2.5 million euros intended for individuals and businesses. The choice of words used by the Region is interesting because the measure does not refer exclusively to the homes of individuals, but expressly speaks of interventions on
private and production buildings.
Also in this case there is already a very articulated regulatory framework.
Regional Law 8/2025 has in fact provided incentives for energy efficiency interventions and the Region currently has several channels: contributions for individuals with work already carried out, the measure intended for subjects with an ISEE not exceeding 25,000 euros for work to be carried out and the new tool dedicated to the common parts of condominiums.
The fundamental question therefore becomes:
where will the new 2.5 million be allocated?
They could strengthen existing measures or be allocated to other lines of funding, considering that the regional communiqué also expressly mentions the production sector.
At the moment there are not enough elements to attribute these resources with certainty to a specific call.
RENEWABLES: ADDITIONAL 4 MILLION EUROS
Alongside the funds for renovations and energy efficiency, there is a third item that directly affects those who are planning an energy requalification:
4 million euros to encourage the spread of renewable energy sources.
It is a separate item from the 2.5 million allocated to efficiency.
This means that the regional strategy continues to move on two parallel tracks: on the one hand to
reduce the energy needs of buildings, on the other hand
to encourage the production of energy from renewable sources.
Even in this case, however, an automatic equivalence between the 4 million announced and the refinancing of a specific "photovoltaic bonus" must be avoided.
The precise allocation of resources will have to be verified through the legislative text and subsequent regional acts.
AN IMPORTANT SIGNAL FOR THOSE WHO ARE PLANNING WORK IN 2026-2027
Beyond the amount of the individual appropriations, the autumn budget confirms a trend that is now quite clear in the regional policy of Friuli Venezia Giulia:
recovery of the existing building stock and energy efficiency continue to be sectors in which the Region intends to invest its own resources.
Regional Law 8/2025 was created precisely with the aim of promoting the recovery, redevelopment and reuse of private real estate assets, linking these interventions to urban regeneration, environmental sustainability and the reduction of land consumption.
For owners, condominiums and companies, this makes it increasingly important to
plan interventions before starting work, while evaluating the building, energy and economic aspects.
In particular, when intervening on the envelope, roof, windows, systems or production of renewable energy, a correct preliminary design makes it possible to verify which incentives are actually applicable and which technical requirements must be respected.
This is even more important when it comes to regional contributions, because the
start date of the works, the type of beneficiary, the characteristics of the property, the energy documentation and the way in which the application is submitted can change significantly from one measure to another.
Attention: the new funds are not yet a new call
It is probably the most important point to clarify.
As of today, 20 September 2026, the announcement of the new allocations does not mean that additional contributions are already available to be requested.
The Multisectoral Bill will have to continue its process: according to what has been officially communicated by the Region, it will be examined by the Council Commissions
from 6 to 8 October, while the discussion and final vote in the Regional Council are scheduled for
15 October 2026.
Only with the final approval and with the precise analysis of the financial provisions will it be possible to understand
which instruments will actually be allocated the 2 million for renovations, the 2.5 million for energy efficiency and the 4 million for renewables.
