The Friuli Venezia Giulia Region has approved a new call for tenders dedicated to companies for
the recovery, renovation and redevelopment of existing real estate assets.
The initial budget envisaged is
6 million euros for 2027, but the most interesting aspect is not only the availability of new resources: the call introduces contributions which, depending on the intervention and the aid scheme used, can reach particularly significant percentages and, for the most important projects, a maximum total contribution of
1.5 million euros per application.

(FVG Council Resolution no. 1353 of 18/09/2026)
It is therefore a measure to be looked at with particular attention for real estate companies, construction companies and companies that own properties to be recovered.
But there is one element that needs to be clarified immediately:
it is not a call to be addressed at the last moment.
To access the subsidies, it is necessary to build a real building and economic project in advance, verifying final destinations, cadastral categories, energy performance, building titles, costs, aid scheme and criteria that determine the score in the ranking.
WHO CAN ACCESS THE NEW CONTRIBUTION
The call is intended exclusively for
partnerships, corporations, cooperatives, consortia and consortium companies, which must be established before
1 January 2026.
On the other hand,
individual entrepreneurs and freelancers are expressly excluded.
The company must be the owner, even pro rata, bare owner or holder of a real right of usufruct on the property.
A particularly interesting aspect concerns properties in the process of acquisition: a company that only has a
preliminary contract of sale can also apply, provided that it acquires the property before the grant is granted.
This makes the measure potentially interesting even for real estate transactions in which the purchase of the building and the recovery project are planned at the same time.
WHICH WORKS ARE FINANCED
The starting point is a real building intervention.
Extraordinary maintenance, restoration and conservative renovation and building renovation interventions can be financed, subject to CILA, SCIA or Building Permit.
The call defines them as
type A interventions, which represent the mandatory component of the project. To these can be added energy efficiency interventions.
Type B includes, for example, replacement of windows and doors, insulation of the roof, insulation of the walls and further interventions on the envelope.
Type C, on the other hand, concerns renewable sources: photovoltaic systems, storage systems and heat generators not powered by fossil fuels, under the conditions set out in the tender.
The important concept is therefore this:
it is not simply an incentive to install windows and doors, cladding or photovoltaics.
Energy efficiency must be part of a broader building renovation intervention.
CONTRIBUTIONS THAT CAN REACH UP TO 70%
One of the most interesting aspects is the possibility of structuring the operation using the
de minimis regime or, for certain components of the intervention, the
GBER regime.
In the de minimis regime, the contribution can reach
up to 50% of the eligible expenditure, in compliance with the overall limit of
300,000 euros over three years provided for the single company.
For energy interventions that comply with the conditions of the GBER regulation, the percentages become even more attractive.
For energy requalification and major second-level renovations, with an
improvement in energy performance of at least 20%, the basic rate is
50% and can reach
up to 70%, in the presence of the increases provided.
For major first-level renovations, including certain demolitions and reconstructions, the intensity can reach
up to 40%.
For photovoltaics, storage and other type C interventions admitted by the call, the contribution provided can reach
65%.

Here, however, preventive energy design comes into play: for some categories of intervention, the call expressly requires the improvement of the EPgl,nren energy performance index to be demonstrated through
the APE before and after the intervention.
It is therefore not possible to decide on the energy strategy only after the work is completed.
UP TO 52,000 EUROS FOR EACH REAL ESTATE UNIT INTENDED FOR RENTAL
Another very important element is the mechanism of the ceilings:
- For each real estate unit built and intended for rental according to the conditions of the call, the maximum total contribution can reach 52,000 euros.
- For real estate units intended for sale, the limit is 38,000 euros per unit.
- There is also a one-off increase of 25,000 euros in certain transactions that also involve the construction of C/1 or C/3 units together with at least one category A property unit admitted.
The overall ceiling is particularly significant:
UP TO 1,500,000 EUROS OF CONTRIBUTION FOR EACH APPLICATION.

It is therefore understandable how the call is designed not only for small interventions, but also for
more structured real estate operations, such as the recovery of multi-family buildings, unused complexes or buildings to be transformed into several real estate units.
ATTENTION: THE MINIMUM COST OF THE PROJECT IS 100,000 EUROS
There is also a minimum threshold that should not be underestimated.
An application involving a total expense of less than
100,000 euros is archived.
In addition, each subject can
submit only one application, referring to a single real estate unit or a
single building project.
This means that, especially for companies that own several properties, it will be necessary to carefully choose
which intervention to apply, evaluating in advance which project is most likely to obtain a good ranking in the ranking.
IT'S NOT A CLICK DAY: WHAT MATTERS ABOVE ALL IS HOW THE INTERVENTION
IS DESIGNED This is probably one of the most interesting aspects of the entire call.
Contributions are granted through a
ranking, not simply on the basis of who submits the application first.
In fact, the project receives a score based on a series of award criteria.
The seismic adaptation is worth
40 points, the seismic improvement
25 points, the removal of architectural barriers by means of lifts or equivalent systems
17 points and the prompt construction of the intervention
15 points.
Buildings in energy class F or G are also enhanced, as well as the recovery of buildings intended to meet the housing needs of workers and students, certain destinations for community services, the location in particular urban areas and the recovery of unsafe buildings.
In the event of a tie, however, the chronological order in which the application is submitted becomes relevant.
The ranking will also remain valid until
31 December 2028, allowing any additional resources that may be allocated later to be used.
In other words, speed matters, but
a properly prepared project counts for much more.
TECHNICAL
EXPENSES CAN ALSO BE FINANCED
Another piece of good news concerns professional expenses.
Eligible expenses include not only works and supplies, but also
technical expenses, costs for Energy Performance Certificates, security charges and connection costs.
VAT can also be admitted when it is not recoverable by the company and therefore represents an actual cost.
This aspect is particularly important because a project of this size may require surveys, architectural and energy design, structural checks, bills of quantities, building practices, construction management and technical management of reporting.
LEASE OR SALE: THE CONTRIBUTION ALSO ENTAILS OBLIGATIONS
The contribution does not simply finance the renovation of a property to be left later without a defined destination.
Specific conditions are provided for units intended for rental, with
contracts with an agreed rent or of a transitory non-tourist nature and a period of making available of five years.
In the case of sale, the announcement instead establishes a
maximum transfer price mechanism, which must be determined according to regional parameters, with constraints that continue for five years following the first transfer.
It is therefore necessary to evaluate the contribution not only from the point of view of the amount that can be obtained, but also within the
business plan of the entire real estate operation.
WHAT OUR FIRM
DOES The new call for proposals from the Friuli Venezia Giulia Region represents a particularly
interesting measure for companies that intend to recover and enhance existing properties.
The combination of contributions for building renovation, energy efficiency, photovoltaics and structural interventions can make operations sustainable that, without incentives, would have a very different economic balance.
But it is precisely the size of the contribution that makes careful planning necessary.
Our firm is available to assist companies, real estate companies and investors from the early stages, verifying the eligibility of the property and the company, developing the building and energy project, evaluating the award criteria, preparing the economic framework and subsequently following the submission of the application and the necessary technical activities up to the implementation and reporting of the intervention.
The advice is therefore
not to wait for the opening or deadline of the call to start designing.
Operations of this magnitude take time and, in this case, arriving prepared can also directly affect the score obtainable in the ranking.
