CILA – Sworn Notice of Commencement of Works

SCIA – Certified Notification of Commencement of Activity

Building permit
It is the most demanding practice, mandatory for new construction, volumetric expansion or works that significantly modify the territory. The times are longer, but it is essential to build legally.
We follow the project from the early stages, taking care of the dialogue with the municipal technical office, the preparation of documents, any service conferences and regulatory updates. Each permit is customized according to the municipality of reference and the specific needs of the customer.
Building amnesties
When a previous building irregularity is discovered, it is necessary to intervene with an amnesty (CILA or SCIA in amnesty). This practice makes it possible to regularize building abuses, even minor ones, making the property saleable or compliant with regulations.
We take care of verifying the remediation, calculating the penalties and drafting the documentation necessary to resolve the discrepancy correctly, even in the event of emergencies related to deeds or mortgage applications.
Cadastral practices and DOCFA variations
Any significant change to a property – such as wall moves, extensions, changes of intended use or amnesties – entails the obligation to update the data in the land registry. This is done through a DOCFA (Building Cadastre Documents) practice, which allows you to align the cadastral plan and information relating to the consistency, income and configuration of the real estate unit.

Common mistakes to avoid in building practices
It often happens that the importance of technical practices is underestimated, with the risk of delays, penalties or, in the worst cases, total blockages of the work. Here are some common mistakes to stay away from:
Starting work without an authorized permit
Many people think that for “internal” works a verbal notice is enough or that “nobody will come to check anyway.” In reality, even small modifications may require a CILA or SCIA. Proceeding without a proper building permit exposes you to fines of several thousand euros and potential suspension of the works.
Using old or outdated floor plans
Often, those submitting procedures on their own attach floor plans that no longer correspond to the actual state. This can lead to rejection of the procedure or, worse, inconsistencies between the municipality and the cadastre, requiring additional procedures to resolve.
Underestimating technical timelines
Even “simple” procedures require time to be correctly drafted and evaluated by authorities. Waiting until the last minute, for example before a notarization or the start of construction, can block everything. Proper planning avoids unexpected issues and additional costs.
